This patch implies zicsr for sdtrig and ssstrict extensions.
According to the riscv-privileged spec, the sdtrig and ssstrict extensions
are privileged extensions, so they should imply zicsr.

gcc/ChangeLog:

        * config/riscv/riscv-ext.def: Imply zicsr.
