[lra] merged with trunk

The branch was successfully merged with trunk @191440.
The merged lra branch was successfully bootstrapped on x86/x86-64, 
PPC64, ARM, IA64, SPARC64, and MIPS64.

Bootstrapping SPARC64 and MIPS64 required the following changes:
