This patch implements the C++11 inheriting constructors feature: given

struct A { A(int); };
struct B { using A::A; };

the compiler defines B::B(int) that just passes its argument along to the A constructor.

Ville started working on this feature a while back, but got tied up with other things and was unable to finish it in time for 4.8, so I finished it up.

Tested x86_64-pc-linux-gnu, applying to trunk.
