[PATCH][ARM][testsuite][2/2] Add support for vcvt_f16_f32 and vcvt_f32_f16 NEON intrinsics

Hi all,
This patch adds testsuite options to check for a neon-fp16
effective target and add appropriate options.
These are needed to test the half-precision NEON intrinsics that adding
with patch [1/2] of this set.

Tested on qemu with the tests added in patch [1/2].
