Test gcc.target/powerpc/pr47197.c passes "-maltivec" without first checking that the option is allowed on the target, which is not the case for powerpc-eabispe. This obvious patch fixes the problem by requiring powerpc_altivec_ok; checked in on mainline and the 4.8 branch.
