My take, aside from the top level, you enable maintainer mode and type make with 2.59 in your path. If it fails to work, file a bug report. For the top level, you should have 2.13 in your path and make. If these fail to work reliably, then I suspect it is a bug and you can then build reliably after that bug is fixed.
