BIND_EXPRs > (representing lexical scope) are removed in gimple-low.c. Correct. FWIW, we originally kept that BIND_EXPRs and a variety of other higher level constructs. But they turned out to be a major PITA to work with in the optimizers. It was far cleaner to flatten the IL.
