No.  http://gcc.gnu.org/ describes GCC 4.5.x as the "oldest maintained
release series".

Of course, if he has the resources and willingness to do so, he can
do the backport himself or pay a contractor to do it.  So the answer
to the first question is really "depends."
I suppose strictly speaking, there might even be an outside chance of a
GCC 4.3.7 if someone "donated" the time of a competent release manager,
and there was sufficient demand that the steering commitee considered it
worthwhile sanctioning, but that'd be in a whole different ballpark from
the mere 'support' question.
