Yes, I built ALL_BUILD ...
I just went through anc checked by building all the other projects,
and found they were all up to date except INSTALL, which I then
built.
Is there a further step I've missed?

Did you build the ALL_BUILD target or the entire solution of the
project? If you built just the gccxml target then not everything was built.
