There are not that many utilities, however, many of the utilities have all kinds of flags and features which started at various versions. Looking for "starting with gdal" on http://gdal.org/ogr2ogr.html gives a hint at that complexity. "starting with" or "GDAL >" on http://gdal.org/gdal_translate.html .... And if there are changes in formats (or proj4) that interact with these flags...
