Ok, now we got the problem. I should have seen it before already when you posted the path C:\Tools \Aspell... You need MySpell dictionary files (on Windows for the dictionary path setting). This is more or less a requirement of Enchant which implemented the feature to set a specific path for dictionary files only for their MySpell backend.
