Completely agree. I think once we have a basic structure content will follow more easy, i.e. contributors will start to put information in. I thought of something like a few basic categories, in DokuWiki speech: namespaces. Maybe something like the following: Howtos Tips & Tricks Snippets Filetype Specifics Themes / Colors And then fill these categories with sub-pages with actual content.
