Is cl.exe preinstalled? I thought you need visual studio which I wouldn't consider out of the box.

Right. We could always change the default build commands for C and C++ to use the Microsoft compiler (cl.exe or whatever) on Windows. Then you could compile a C/C++ "hello world" application "out of the box".
