Gears is presently not supported and doesn't work in Safari and Snow
Leopard, and the same would go for any other apps that use the
underlying Snow Leopard Webkit engine. In default 64-bit mode, you
may notice the Gears Settings option doesn't even appear on the
"Safari" menu, and if you switch to 32-bit mode, you'll get the
settings, but it will still fail to work due to other
incompatibilities in the underlying webkit engine.

Gears does still work just fine with Firefox, however, as it uses its
own web engine that has little to do with the new code in Snow
Leopard.

See http://code.google.com/p/gears/issues/detail?id=847 for more
information.
