hi its very easy just create a the database and you will do all what you want with forum . but you know the meaning of forum its not an application and contributers have to poste there informations.so the offline forum is not a bad idea because whene you are online the database will installed automaticaly with google gear so whene you close your navigator you need an other application is a client manipulation(the offline web site ). have a good luck david.
