[gears-users] Install error with Windows 7 64 bit

I tried to install Gears on my new computer with Windows 7 64 bit and
got the following error:

I downloaded the install file and when I clicked on it to run - I
got:
Application cannot be started.  Contact the application vendor.

When I clicked on "more details" I got the following data:
