Try configuring with ./configure --with-gui=gtk --enable-maintainer-mode
Those files are auto-generated when PCB is built, and as such are not
checked into CVS. In a release tarball, they are shipped by whoever made
the tarball.
I've not done a build on cygwin myself though, but it should just work
if you have the right packages installed.

not anymore. It used to be the case that we (I) used tgif for one
figure in the manual. Now all figures in the manual are done in pcb but
unless you have the PNG HID compiled in you can't build the docs.
