Cesar did step up. His cross compile script does produce native windows versions of gschem and pcb. Yes, I know, there is more to be done until geda/pcb can claim to I am with Peter C. in this case. At my day job I work in a mixed environment with an institutional bias towards windows. The windows people work with eagle and live with the downsides of this EDA.
