Cesar did step up. His cross compile script does produce native windows 
versions of gschem and pcb. Yes, I know, there is more to be done until 
geda/pcb can claim to 

I am with Peter C. in this case. At my day job I work in a mixed 
environment with an institutional bias towards windows. The windows 
people work with eagle and live with the downsides of this EDA. It would 
be easier to cooperate, if there were a readily installable MSwindows 
version.
