OK, "wart alert". I go into preferences and I expect to see the current search path there. It's blank. OK, so I put in a search path and do what the text in the box says to do, and it doesn't work. Nothing changes. So I do a :SaveSettings() and uncomment the "lib-newlib" setting and suddenly the "packages" library directory works perfectly and according to all the hints I found about a "./packages" directory.
