It is very common, mostly for using existing code. If you are using C++, there is no advantage in having part of it in C, but it does make sense as a way to use C libraries or legacy code. The gnucap spice model plugins are all C code with a C++ wrapper. The C++ wrapper provides the correct interface, both ways.
