So you cover the entire surface of brass with toner except for the areas where you want holes to penetrate (e.g. SMT pads)? Then just let it float, face-down in the FeCl? I would think it's tricky to make sure the bottom side is immersed and etches successfully while providing the top side from completely eroding (unless you toner-transferred both sides, carefully lining up?)
