gEDA and pcb are each designed to do this. But the approaches the two projects chose are very different and incompatible. So integrating them is likely to be very difficult. A better solution for those who want an integrated tool might be a PCB plugin that can work directly with gEDA .sch and .sym files in the pcb world.
