Why? It should not make that a priority. But the hierachical features outlined elsewhere, layer types, a sufficiently generic via mechanism, its not too far from making it possible to do chip design. Hierachy, blind and burried vias, all these PCB features are on the list. Just steer the development just a little bit to make it general enough in the core/file formats. The GUI may be 100% PCB by default and hide the generality from the user.
