In the Launchpad system, bugs with fixes committed are still open; only marking bugs as having had a fix released puts them in a closed, invisible state. This isn't configurable on a per-project basis. You can however create a custom search sorted by heat with the "Fix Committed" status removed. For example: <http://goo.gl/MHd8m>.
