The assembly drawing should not be the silkscreen layer. On the silkscreen you move the reference designators outside the component boxes, so you can see them after the components are installed. This can be confusing on tight boards. On the assembly drawing, you center the reference designators inside the component boxes, so the manufacturer can refer to the assembly drawing and resolve any confusion. Paul
