If you use "convert -geometry" from ImageMagick, by default it will use
a high-quality rescaling algorithm (unless you do -resample).  If you
need interactive use, gimp has highquality algorithms.  Just go to
"Image" -> "Scale Image" and select "Cubic" as the interpolation
algorithm.
