I think the fact of the matter is that it's often a lot easier (and, thus, 
faster) to press one key and then press another, without having to release the 
first key in the interim.  I know in my case, I either rest my palm on the left 
Ctrl key just before pressing a numeral key, or I use my right thumb to press 
the left Ctrl key just before pressing a numeral key with another finger on my 
right hand (I have large hands, so I can comfortably hit Ctrl+9 that way).

For me, and I'd imagine for others, using a modifier key while pressing a 
single 
other key is a lot easier (and requires less temporal coordination) than having 
to press two separate keys in succession.  Also, consider that the Application 
key doesn't exist on all keyboards.

In sum, I'd suggest fixing the Ctrl+# behavior.
