As a result, progress becomes slow. Sometimes, the group with power sets up a policy, only to be overturned by the other group when they get power. An example is Trump trying to overturn whatever the previous government did. This slows down progress because you have to start all over again. China, on the other hand, has one united group of policy makers who can focus on finding what is best for the country. No other group can come to power to overturn any decisions that they make. This is why China has progressed very fast over the last few decades, while India is still busy fighting each other in parliament (Malaysia has the same problem too)
