You can create a 3D NoC topology. You can use the “simple” network and use the 
bandwidth_factor parameter to specify different bandwidths on the 2D vs 3D 
links.
The garnet NoC model does not support variable bandwidths  (there’s a version 
of garnet that does but not released yet).
