As I understand it the Simpoint is starting point (of the window) at 
which you should begin your simulation because this window is 
representative of  many parts of the benchmark.

There is group that publishes the simpoints of the various benchmarks.

To answer the 100 Million Instruction question: You don't for it is 
provided.

option -S mere says go to Mybench.py and take B.simpoint and slowly 
"fast forward" to it, and I believe it is only used in conjunction with 
the --take-checkpoints=<every N instructions>

So I think you need to change the max_insts to be greater than 
simpoint+(number of chekpoints *takepoints_value)
