No, Gendarme is written in C# so you'll need to use a C# compiler to build it.
If you use sources from GIT master then you'll need the C# compiler from either VS2010 or mono 2.10. If you use sources from GIT 'mono-2-10' branch you'll need to C# compiler from VS2008 (or 2010) or Mono 2.8.
