Good question, which leads to https://www.apache.org/dev/pmc.html The "How To Perform A PMC Roll Call" section there mentions the attic, I agree that best would be to separate the pure Attic information from the roll call description, and we can then add the "how to avoid the Attic" info there. And then point attic.apache.org to it for reference information. I've put this on my (long) todo list ;-) -Bertrand
