Note that it isn't particularly obvious how to contact the Attic. (There's a
section {{{}Contacting the Attic PMC{}}}, but with my "I don't know how random
things work", it isn't obvious that that'd be what I'd want to do.)

I'd like to raise the topic of how the Attic process works (or really some
deficiencies in it) as exemplified by the things that didn't happen for this
specific project (Giraph)...
Consider a repo (as owned by Apache in GitHub) like:
[https://github.com/apache/giraph]
It says at the top:

There is no link on the main view (i.e. in the readme or in that right sidebar)

Ideally: * when a project retires (which I guess means moves to the Attic, but
that isn't obvious to someone visiting the GitHub page...) its README file
should be updated to explain what happened to the project
* github content (e.g. the right edge) should be updated -- there's generally
a
!https://a.slack-edge.com/production-standard-emoji-assets/14.0/apple-medium/2699-f...@2x.png!
to the right for {{Edit repository details}} which offers: {{Description}} and
{{Website}}
