I've checked [https://attic.apache.org/projects/submarine.html] and all of
these links are ok.
I have drawn up a document, can you help me to make sure that if I send these
to user mailing list, the format is correct?

A heads up for the submarine user community that the submarine PMC has
been 'moved to the Attic'. This means that the submarine developers (more
formally its Project Management Committee) have voted to retire submarine
and move the responsibility for its oversight over to the Attic project.
Loosely speaking this means that the projects resources will be moved to a
read-only state.
