Attic site output = https://svn.apache.org/repos/asf/attic/site/docs/
everything else in https://svn.apache.org/repos/asf/attic/site/ is source
{{cwiki_retired}} is currently de-facto in source but not in output
this is a prerequisite to moving source to Git, to ease contribution and
changes to modernize our toolset
