Deepal, The issue here is not access to /www/axis.apache.org, but to have admin access to a Confluence space (either the existing AXIS2 one or a space to be created). Note that AFAIK, the HTML pages created by the Confluence auto-export are not committed to SVN but synchronized directly to the site (but I don't know the details).
