No, don't do this. Cox will ignore spam reports that do not traverse their networks, and if they are bombarded with them, would probably take action against those sending them.
Report spam to those networks that concern them. You will only annoy the admins at Cox if they receive reports of spam that did not go through their network. The FTC announcement is a better recipient of generic spam complaints. If the FTC starts receiving millions of spam reports daily, I think they were begin to take it seriously and possibly help the congress dweebs to understand the nature of the problem.
