Are software nat/vpn/firewall boxes a viable solution.  If so, you could
always set up OpenBSD on it, or a distro such as smoothwall or something
of that nature.  A low end machine with no monitor should be more than
enough to handle that type of situation, and you would have a fully
configurable everything else to go with it too.
