Likely because ATT doesn't expect you to download a 100 MB file to your iPhone 
over 3G...

retailers are starting to sell netbooks for a lower fee with commitment to 3g 
services.
I found this example:

companies in Japan etc. have been offering netbooks for $40 to $50 with 
services for some time now. I look forward to more price drops and linux
