I agree. Karma and voting rights should always cover the same territory. I also think that the Commons PMC should be limited to managerial decisions over projects, but should not be involved in the kinds of decisions that occur at the vote-level inside subprojects. (The example brought up earlier was the "build system tool" decision. The Commons PMC should not be able to tell a project that it must use one particular tool.) -aaron
