i have never used svn, but i am eager to learn.  so suppose
i want to update the STATUS file in svn?  is this all i need to
do:

1. install svn locally
2. do the svn equivalent of a cvs checkout from
   http://svn.apache.org/repos/asf/commons/
3, make mods
4. check 'em in

?

i presume there's some sort of access control, and that it isn't
based on the cvs avail file..
