I have just proposed that Jakarta Commons Codec become Apache Commons 
Codec.   

This is not a damnation of Jakarta Commons.  I do believe Jakarta 
Commons to be a vibrant community, and I continue to believe that there 
is a place for reusable Java-centric components.  I also believe that 
there are many components in Jakarta Commons that land far outside the 
well defined, and never updated, Jakarta Commons Charter.
