Hi Tim,

Can those same users see the modules, for example, by doing a 
doc("path-to-module-in-modules-db.xqy") ?  They need to have a role 
corresponding to at least an execute permission on the document (and read is 
helpful too but not technically needed).

If you give the exact error you are seeing it might help.

Now I am assuming you are talking about a modules database here, not the 
Modules directory under the MarkLogic program directory.
