Solved, I mistakenly called infodev:ticket-set-status($ticket-id, "completed") at the end of the process-file callback. Copy-paste error I guess..

From there a process-file callback on the collector is called, which splits the input file into multiple parts, which are submitted for transactional processing themselves. The first file processes successfully, including all of its fragments. But subsequent files fail with some unexpected error, which again is caused by an INFO-INACTIVETICKET that gets thrown somewhere from the info API.
