Depending on the nature of the package: no. Packages, for example,
that contain the contents of a modules database will not be complete
in any format except ZIP.
Depending on the source code control system, you might be able to
simply put the ZIPs in there. Another possibility might be to store
the configurations rather than the packages (but again, that will not
work if you want to store modules).
