fn:doc takes a sequence of docs, not a varargs
So you can do it like these ways:

(: single argument of sequence type)
let $docs := fn:doc( ("uri1","uri2","uri3" ... ))

or
(: multiple calls :)
let $docs:= (fn:doc("uri1"),fn:doc("uri2"),fn:doc("uri3))

or
(: construct a list
  let $uris := ("doc1","doc2","doc2" ...)
  for $doc in fn:doc($uris)
  return
       "got the doc" || $doc//something

or
(: a file like
    <uris>
       <uri>doc1.xml</uri>
       <uri>doc2.xml</uri>
...
:)
   let $xuridoc = fn:doc("filewithuris.xml")
  return
    fn:doc( $xuridoc/uris/uri )
