The value of the <encodings></encodings> is to allow the lookup by name of the
code. e.g.
<foo>{$encchars:encoding//encoding[@name = "Acirc"]}</foo>
I did not do a map, because I wanted it to be in XQuery 1.0 to be useful to all
code.
