Update. I tested on anther win-xp . Tabula can startup and it appears to work. After some random monkey typing, the domain error you had reported pop up, afterwards I cannot no longer reproduce that error. Perhaps you could provide a simple procedure to duplicate the error if someone else wants to debug.
