Problem solved! I was running a VPN, Norton WiFi Privacy, on the phone. After I 
shut it off,  pacman and jpkg both worked as expected and as they had before.

I tried on a android 7 (api 24) arm64-v8a emulator but still can not reproduce 
the failure you got. What is the brand and model of your phone? Does it run a 
bona fide android OS?
