It's a compile time option in libedit.

Some time in 2016 (June), they changed that so that building libedit
would always include wide character (unicode) support.

But libedit isn't distributed with j, and many OS vendors distribute a
version compiled in 2014 (for example).

There's lots of testing and interdependent failures that need to be
dealt with when upgrading an OS, it's not pretty.
